Why your fire protection networks are PFAS-contaminated

PFAS-based AFFF foams protected lives for decades. Today they represent a major regulatory, health and financial risk for site operators.

Health risk

PFAS are classified as probable carcinogens. They do not break down and accumulate in the body. Contamination reaches drinking water, soils and the food chain.

Regulatory pressure

February 2025 law: France requires a complete halt of PFAS discharges within 5 years. ICPE and Seveso operators are on the front line of remediation obligations.

Cost of inaction

Penalties, DREAL formal notices, and late-remediation costs running into millions of euros. Replacing equipment also requires decontamination before recycling.

Comprehensive solutions for every stage

From the initial audit to post-treatment monitoring, we cover the entire decontamination cycle of your installations.

PFAS polluter-pays levy
€100 / 100g discharged

The February 2025 PFAS law (decree No. 2026-545) introduces a polluter-pays levy: €100 per 100 g of PFAS discharged, in force since 1 September 2026. Good news: an 80% reduction applies to industrial operators who treat their water — decontamination becomes economically rational.

The discharge agreement must be signed and appended to the project file BEFORE operations begin.

PFAS threshold cross-reference — all in ng/L

Analysis reports mix ng/L and µg/L. This table brings every regulatory threshold to the same unit for direct comparison — with, in the key column, the substances exactly concerned.

1 ng/L ≈ 1 ppt (in water)
Watch out — mass ≠ concentration. The PFAS levy (€100 / 100 g, 100 g/year threshold) is calculated on the mass discharged, not on concentration: mass (g) = concentration (ng/L) × volume (L) × 10⁻⁹. Example: 100 ng/L over 1,000 m³ = 0.1 g; but an untreated AFFF network at 10 mg/L over 1,000 m³ = 10 kg — well above the threshold.

Boots → Chemical-resistant, steel toe cap
Goggles / face shield → Splash protection (Phases 1 and 2)
Hearing protection → Peltor with radio in noisy environments
In the event of an accidental spill: contain immediately with absorbent booms, pump and store. Notify the site's environmental manager.

DREAL Obligation — Mandatory remediation before recycling

Any fire network contaminated with PFAS (pipework, tanks, valves, fittings) must be fully decontaminated before being sent to a scrap metal recycling stream. This obligation applies to all classified installations (ICPE/Seveso).

Consequence: Replacing a fire network does not exempt you from the decontamination obligation. Even in the event of complete dismantling, contaminated materials cannot be sent directly to recycling without prior compliant PFAS treatment.

Why call on an independent PFAS auditor?

Most industrial site operators entrust the drafting of their PFAS specifications to their fire safety maintenance contractor. Yet this contractor is often judge and party: they draft the requirement they will carry out themselves. NeutraPFAS offers a strategic alternative: an independent technical and regulatory audit to secure your investments.

Total independence

No commercial ties with installers or maintainers. Our only interest: the technical quality and compliance of your file.

Avoid oversizing

Without independent expertise, contractors tend to oversize interventions. An objective audit can reduce your costs by 20 to 40%.

Guaranteed regulatory compliance

DREAL/ICPE/Seveso obligations change fast. A poorly calibrated specification exposes the operator to formal notices, even after intervention.

Technical criteria mastery

Concentration thresholds, COFRAC analytical methods, rinsing protocols, effluent management: every technical detail affects the final result.

Budget optimisation

A well-drafted tender enables genuine competition between contractors and informed negotiation on cost items.

Legal protection

The audit report constitutes proof of due diligence in the event of a DREAL inspection or environmental litigation.

Three levels of consulting tailored to your needs

From a quick audit to full management of your tender, NeutraPFAS adapts to your project's maturity and your schedule constraints.

Quick Audit

On request / 2 to 5 days

Rapid assessment of your PFAS situation to decide on the strategy to adopt. Ideal at an early stage or to confirm a regulatory emergency.

  • Document review: prefectural order, network plans, AFFF foam history
  • Assessment of the probable contamination level (without sampling)
  • Mapping of regulatory risks (DREAL, ARS, ICPE)
  • Indicative budget estimate for the decontamination
  • Summary note with Go / No-Go recommendation
  • Debrief video conference (1h)

Tender Management

On request / full mission

End-to-end support: from the initial audit to selecting the contractor and monitoring the proper execution of the decontamination.

  • All Full Audit + Technical Specs content included
  • Publication and distribution of the tender
  • Comparative analysis of bids received (technical + financial)
  • Candidate interviews with a scoring grid
  • Reasoned award recommendation report
  • Contract negotiation with the selected contractor

Any industrial site operator with a fire protection network that has used PFAS-based AFFF foams is potentially concerned. The audit is particularly recommended in the following situations:

Contract renewal

Your fire safety maintenance contract is coming to an end and you must relaunch a consultation that includes the PFAS issue.

DREAL formal notice

You have received a letter from the inspectorate and must demonstrate a credible action plan for the PFAS decontamination of your installations.

Modernisation project

You are planning to replace your fire network and must decontaminate the old one before recycling (DREAL obligation).

Due diligence / Acquisition

You are considering acquiring an industrial site and need to assess the PFAS environmental liability linked to the fire network.
